Why doesn’t Diskeeper defragment paging files while Windows NT is running?

Diskeeper cannot defragment paging files while Windows NT is running, since paging files must be open for exclusive use by Windows NT at all times. However, a paging file can be defragmented during boot-time, before Windows NT has started up. See Defragmenting Paging Files for information about handling paging file fragmentation.
